A document filed at the county courthouse before construction begins on projects over $5,000, identifying the property owner, contractor, and lender.

What notice of commencement (noc) actually means.

An optional Notice of Commencement (O.C.G.A. § 44-14-361.5) may be recorded at the county courthouse and must be on file before the first inspection. The NOC identifies the property, owner, contractor, lender, and surety, and triggers the statutory notice timelines that protect property owners from contractor liens. Without a recorded NOC, county inspectors typically will not start work. The contractor handles the filing.
